At the USAID Environment Office, he was a Senior Program Management Specialist for Forest, Biodiversity, and Climate Change-related programs. As COTR/AOTR, he was responsible for reviewing and negotiating acquisition and assistance related to forestry, biodiversity, and climate change portfolios with the Activity Manager, Environment Office, Program, Contract, and Finance Offices.
He was responsible for program planning and design, preparing documentation related to contracts/grants, procurement, financing, and amendments of contracts/grants on forest and biodiversity. He was also responsible for managing the relationships between USAID and the awardee institutions and performing specific administrative actions required in the award and some associated financial management functions. He has worked with directing the performance of the contracts and grants/cooperative agreements.
He was responsible for planning, designing, and managing the contract and grants/cooperative agreements with other team members in the Environment Office. He, however, has worked with multitasking jobs in collaboration with other offices in USAID and the U.S. Embassy related to policy review, program design, review and impact assessment, communication, and outreach.
Between January 2009 and April 2017, as the COR/COTR and AOR/AOTR, he managed more than ten projects/programs with a total project value of approximately US$90 million.
He was deeply engaged as the US Government Representative for Oversight Committee Technical Member (OCTM) in the design, management monitoring, and evaluation of the three Tropical Forest Conservation Act (TFCA) programs, debt for Nature swap program between the US Government (USG) and the Government of Indonesia (GOI). Yayasan KEHATI administers TFCA programs to protect and conserve the rainforest, their ecosystem, and biodiversity in Sumatra and Kalimantan.
In close collaboration with the RECOFTC country program in Bangkok, He oversaw and implemented capacity-building activities related to the Ford Foundation-sponsored project “Enhancing Capacity for Improved Community Based Forest Resource Management in Indonesia” as well as acting as a focal point and contact for appropriate stakeholders and partners associated with this project.
He has supported the establishment of the country office for project implementation and coordination in Indonesia. This includes the arrangement and registration of RECOFTC at the Ministry of Foreign Affairs and the Ministry of Forestry.
In close collaboration with the RECOFTC country program, the Ministry of Forestry, and other relevant stakeholders, He identified key areas and topics for RECOFTC support in Indonesia. He developed action plans to implement the training and other capacity-building related to community-based forest management.
His job was also to assist with identifying organizations interested in developing joint project proposals to support RECOFTC Indonesia activities. He has developed four concept notes and successfully secured funding for the Green KDP project in collaboration with CARE Indonesia and the LESTARI Foundation from Sulawesi.
He conducted a participatory training needs assessment to identify key training topics and key field sites to select for field practice in the training process. He facilitated the delivery of training and the review of the effectiveness and results of the training. He designed and facilitated workshops for evaluating the training delivered in South Sulawesi.
He translated and edited training manuals. He has supported the translation and editing of the training manual in the fields of The Art of Building Training Capacities, Training Design, Training Need Assessment, Mediation and Negotiation Techniques for Natural Resource Conflict Management, The Art of Building Facilitation Capacities, Small and Micro Scale Natural Resource Based Product Enterprise for Sustainable Livelihood). He adapted the translated materials to adjust to Indonesia's situation and needs.
He co-facilitated a writing workshop on Documenting NRM Conflict Management and Resolution Processes in Indonesia. He supported the preparation, design, and delivery/facilitation of training, seminars, and workshops at the national level: 1). Multi-stakeholder processes in forest management unit development in Indonesia, 2). Opportunities and challenges in strengthening the capacity for the development of CBFM (Community Based Forest Resource Management) and FMU (Forest Management Unit)
Tony was a Senior Adviser and Policy Analyst for three years from 2003 to 2006 at Konphalindo (Konsorsium Nasional untuk Pelestarian Hutan dan Alam Indonesia or National Consortium for Forest and Nature Conservation in Indonesia), a National NGO working with information dissemination and policy analysis on biodiversity conservation, sustainable agriculture, and organic farming. During this period, he served as the adviser for policy dialogue and information dissemination on environmental issues. He helped develop an environmental information website (Berita Bumi), translated and edited several books and articles, and produced policy briefs in Bahasa Indonesia.
Between 2000 - 2003, Tony worked as a researcher in CIFOR (Center for International Forestry Research) based in Bogor, focusing on the analysis of the impact of decentralization at forest government at the district level in Jambi, East Kalimantan, and West Java Provinces. His research focus was on adaptive and collaborative management, and he functioned as the liaison between CIFOR and stakeholders for policy dialogue at the district and provincial levels. His research covered the issues of power and authority in decentralized forest resource governance, considering institutions and policy perspectives. He developed policy briefs (Warta Kebijakan) as a communication tool between researchers and stakeholders at the village, district, and provincial levels. These policy briefs covered the areas of forest governance, decentralization, conservation, debt for nature swap, conservation concession, community forestry, and carbon. He also supported the development of training course materials in Agroforestry in collaboration with ICRAF (International Council for Research in Agroforestry) and SEANAFE (Southeast Asian Countries Network for Agroforestry Education)
From 1982 to 2000, he was a lecturer and researcher at the State University of Nusa Cendana and the State Agricultural Polytechnics in Kupang, West Timor (18 years). In 1984, he was appointed the Project Implementation Unit Leader and the Deputy Director, then Director of the State Agricultural Polytechnic at Undana in Kupang from 1984 – 1997 (13 and a half years).
At the Faculty of Agriculture, he delivered lectures or training in dryland farming systems, agricultural climatology, agroforestry, agroecosystem analysis, ecology, plant ecology, soil and water conservation, and basic soil sciences.
At State Agricultural Polytechnic, he lectured and conducted research on dryland farming systems, rural development, agroforestry, soil and water conservation, agricultural climatology, people-centered development process, and community-based extension strategy. During this period, he also collaborated with local NGOs and government institutions, where he promoted planting trees and shrub species for soil conservation, agroforestry, reforestation, and the development of family forestry in several Flores and West Timor villages.
