• Support and proper advice to Operations with regards to the implementation of HSE Management System, Contractor HSE Management System, HSE Standard Manual and Site Specific Procedures.
• In addition to the above prime accountability, this position together with East Java Offshore Operations site-line management will establish Offshore Operations site-specific HSE Program
• HSE Support Officer recommends to East Java Offshore Operations site-line management and people on any others HSE matters to ensure that all operations aspects on site are in-safe operation.
• HSE Support Officer socializes any new/changes in HSE management systems, standards and regulations applicable to site Operations
• HSE Support Officer facilitates incident report and investigation, site HSE Meeting, site emergency drills and site HSE assessments
• HSE Support Officer also facilitates HSE Audits and monitors close-out of site-self, Asset and Corporate HSE audit CAPs
• Facilitates site line management in preparations and evaluation as well as monitor implementation of CHSEMS in all offshore project activities, also maintain and control all HSE Plan and ensure that the contractor implementing during project execution
• Maintain readiness of emergency response system, fire fighting, live saving & other safety equipment
• Provide site supervision for work and activities of safety inspector and safety stand-by
• Facilitate HSE mentoring program East Java Operations site line management and contractor
• Facilitate important key learning sharing of valuable incidents or events to departments and contractors Principal Accountability
• Provide direction, support and advice to Company management, Field Operations and visitors on HSE matters
• Interface with Projects, Operations, Offshore Asset, and Explorations to ensure consistent understanding and implementation of agreed standards
• Socialize HSE Management System and other HSE Standards Manual to line management and site employees
• Provide advice to site leader regarding to HSE issues (include but not limited to: HSE regulation compliance, local law and regulations related to HSE issues; communicate HSE goals, objective and site HSE Program, communicate lesson-learned.
• Provide support and facilitate the development of site-specific procedure (SSP)
• Facilitate the development of site HSE Program (including for setting site HSE goals, objectives and establishing work-plans, ensure that the HSE programs is consistent with HSE Policy, HSE Management System, lead to continuous, measurable improvement and support creation of additional value and growth for the Company.
• Monitor for ensuring the positive progress of site HSE programs (e.g Championship programs, Behavior Safety Programs, etc)
• Ensure and control compliance of implementing Permit to Work system onsite all carried out according to the procedures and guidelines.
• Monitor and advise the implementation of Environmental Management Plan (RKL) and Environmental Monitoring Plan (RPL), that include Waste Management Procedure and Oil Spill Contingency Plan
• Facilitate site-specific emergency risk assessment, assist on development of potential scenarios and facilitate the implementation of site emergency drills
• Supervised and in coordination with OH Doctor, responsible to perform first aid/medical treatment to stabilize patient/s.
• Responsible for performing any medical evacuation in coordination with Emergency Procedures, and all parties involved.
• Provide support HSE training implementation (training need analysis, planning and records)
• Facilitate incident report and investigation, also involve as member of incident investigation, if required.
• Provide solutions and problem solving in HSE matters and monitor the progress of site leading metrics (programs).
• Monitor the implementation and Close-Out Audit CAPs at site.
• Support and facilitate site HSE Management Review of Site HSE Performance
• Monitor and evaluate site Contractor HSE Performance and provide solution & problem solving in HSE matter.
