Establish and manage all ongoing systems, procedures and policies to perform operational functions for the delivery of the AUD 53.3milion RT4D Facility. This includes conducting regular updates of the Operations Manual and induction/refresher training for all staff ensuring that effective systems and processes are in place to communicate and respond to emerging and changing strategic priorities.
Oversee and manage the RT4D Offices in Indonesia, Cambodia, Laos and Vietnam and ensuring the provision of resources (human, IT, financial) to enable these offices to operate smoothly. Led a multicultural operations team based in these countries to ensure ongoing compliance with statutory requirements in each country.
Operationalise all relevant Australian Department of Foreign Affairs and Trade (DFAT), New Zealand Ministry of Foreign Affairs and Trade (MFAT) and Tetra Tech policies, including those on occupational health and safety, risk management, anti-fraud, child protection, PSEAH and other relevant DFAT and MFAT requirements. Proactively meet program, contractual and reporting requirements, including financial management and administration, human resource management, team supervision and performance management, risk management and quality assurance.
Work closely with the Facility Director and Program Delivery Unit to ensure effective delivery of 50+ projects across the years through efficient subcontractors’ procurement and contract management processes in line with the Commonwealth Procurement Rules (CPR), which includes the establishment and ongoing management of RT4D Panel of Experts. Oversaw AIHSP subnational level activity implementation, including leading a team of 25 Provincial and District Coordinators across five provinces.
Successfully managed the urgent procurement, importation, and delivery of 4million FMD vaccines and technical assistance to support Indonesia’s FMD response.
Led the development and operationalization of AIHSP subnational activity implementation strategy. Managed and led the ASG (AUD 10 million), this included management of the program’s technical and operations teams, liaison with DFAT, the Australian Department of Agriculture and Water Resources (DAWR) and other partnership stakeholders, including the Indonesian Ministry of Agriculture, Ministry of Trade, Coordinating Ministry for Economic Affairs, Investment Coordinating Board (BKPM) and the National Development Planning Agency (BAPPENAS). Effective management is provided to all ASG projects and activities implemented under this partnership. This role required management of the strategic and activity planning processes, scheduling and budgeting of all project requirements, inclusive of all related planning and reporting documents, ensuring they are in line with DFAT requirements and expectations. Led the development of the Program’s broader M&E plan - including its theory of change, GESI and communications strategies to ensure compliance with DFAT’s ODA requirements.
Led the provision of secretariat support to the Partnership. This included arrangement of the bi-annual Partnership meetings (alternating between Indonesia and Australia), quarterly technical symposiums and high-level visits to project sites; establishment and regular maintenance of the Partnership website and social media platforms (Facebook and Twitter); as well as production of six-monthly newsletters and monthly updates. Oversaw the development and maintenance of the Management Information System (MIS). Established the annual call for project proposals, including guidelines for proposal submission.
Developed and implemented the Program’s mobilisation plan, oversaw the establishment of office facilities and infrastructure. By working closely with the Contractor’s corporate team, all operational systems, policies and procedures (including the Operations Manual) were successfully established and regularly updated. Managed and supported the national staff and international program advisers, in addition to the management of various international short-term advisers under the technical support pool, including developing terms of reference, managing their inputs and performance, providing coaching, and reviewing reports prior to submission to DFAT. Provided strategic advice to DFAT, DAWR and the Contractor Representative to ensure sufficient, culturally appropriate, and meaningful engagement with key Indonesian stakeholders (both government and industry) throughout the project cycle, informed by a deep knowledge of local context, networks and constraints.

Developed, monitored and reported on the expenditure and budget of the AUD 112million SSQ, ensuring accurate forecasting and availability of funds to support operations. Advised the Team Leader on financial, HR and contract compliance issues to enable effective monitoring and management of all budget lines and activities. Provided advice to program component leaders and their senior staff in relation to their compliance with program policies and processes, particularly those relating to human resources and block grants management. Managed internal control, compliance and financial audits to ensure adherence to DFAT and contractor’s requirements and procedures.
Oversaw maintenance of the MIS system to monitor the construction of schools across 30 provinces using community block grants, as well as a separate MIS system to monitor the disbursement of block grants to Madrasah / Islamic schools in 13 provinces to achieve accreditation from the National Education Standards. Reviewed and updated appropriate procedures, tools and templates (including the Operations Manual) in line with DFAT and corporate requirements and recommendations. Managed safeguards to ensure against fraud, inefficiencies, and the misuse of funds within all three program components of SSQ. Supported over 200 Program staff, including international advisers and Indonesian technical, operations and finance staff. This included liaising with the contractor’s head office to ensure compliance with Indonesian taxation and Manpower laws. Led the 15-person operations team, which included conducting performance monitoring assessments, mentoring staff in implementing operational and financial procedures, whilst fostering a culture of continuous development.
Supervised the preparation, maintenance and storage of program documentation in line with corporate and DFAT record and filing requirements and protocols. Developed a scope of SSQ contract extension and managed the transition, six months prior to the completion of the SSQ contract, from a large program team of 200 staff to a smaller team of 20 staff, who would then manage the completion of the remaining school construction at the end of the SSQ contract.

Directed a team of multidisciplinary consultants in developing an institutional review of the Ministry of Education and Culture’s school construction system to identify areas suitable for institutional strengthening. Worked closely with the program manager to consolidate lessons learned from reviews and audits into report findings for internal AusAID management and managing contractor’s review.
Coordinated program implementation with Indonesian government counterparts like the Ministry of Finance and Ministry of Education and Culture. Developed a scope of capacity building activities to support district governments in effectively performing their roles relating to the school construction program. Supported district governments in submitting proposals for school construction to the national government and sharing findings from field assignments with district governments to strengthen their quality of monitoring their school’s construction.
