• Screening Cost Estimates
Screening estimates for each building block e.g., integrated topsides with production utilities, quarters and drilling will be developed by the senior cost engineer using the following procedure:
o The algorithm routines developed for the estimating programme will be verified by the relevant discipline engineers. These algorithms calculate topsides and substructure weights, from an initial input of equipment operating weights for each building block.
o The summarized equipment weights for each topsides building block will be obtained from the study process engineer. These will be entered into the estimate, which will then automatically produce costs for bulk materials, fabrication, installation hook-up and commissioning, and steel substructures.
o The costs and technical data for concrete substructures will be obtained from the marine engineers.
o The costs for pipelines and flow lines will be obtained from the subsea engineers.
o The costs and technical data for drilling will be obtained from the client or the PT Singgar Mulia cost engineering database.
o The costs and technical data for floating oil storage will be obtained from the marine engineers.
o The costs of engineering, design project management; certification and insurance will be included as a percentage of the material, fabrication, installation and hook up costs. The percentages used will be dependent on the work breakdown element being considered.
o Cost estimates will be produced for each overall field development scenario as per the work breakdown structure and cost centers.
o Summary reports of the bottom-line costs by cost center will be produced to aid the project team to decide on the final field development option. This will then form the basis of the detailed study in the conceptual engineering phase of the project.
o A technical note will be prepared for inclusion in the study report
• Field Definition Estimates
Field feasibility estimates will be developed by the senior cost engineer for the scenarios chosen during the screening phase of the project in accordance with the following procedure:
o Equipment lists for the chosen scenarios will be obtained from the process engineer and costed using vendor.
o Weight reports for the topsides and jackets will be obtained from the process and structural engineers. The weight reports will tabulate dry and operating bulk weights by system (e.g., gas compression system; power generation system etc). An inclusion for design growth will be made. The weight will be entered into the estimating programme
o The cost and technical data for concrete substructures will be obtained from the specialist consultants assigned to the project.
o Costs and technical data for pipelines flow lines, floating facilities and drilling will be obtained as per the screening estimates but in greater detail.
o Costs for transportation and installation will be produced by close co-ordination with the study planning engineer to ascertain the number of mobilizations, demobilizations, number of days on station etc., for the total installation spread;
o Offshore hook-up and commissioning costs will be derived from the topsides weight against man-hours. Costs will be included for the flotel to accommodate the offshore hook-up teams;
o The costs for engineering, design, project management, certification and insurance will be included as a percentage of the material, fabrication installation and hook-up costs. The percentages used will be dependent on the work breakdown element being considered;
o Cost estimates will be produced for each overall field development scenario as per the work breakdown structure and cost centers
