  • Country representative, leadership and management, technical adviser, risk assessment, safety, and security operations - of the FHF national eye health program in Timor-Leste, working with the MoH including the Board of Directors of the National Hospital Dili, Royal Australasian College of Surgeons / East Timor Eye Program, local optical NGO - under the umbrella of the National Eye Centre (NEC).

Roles and responsibilities:

  • Technical input through the design of the 3-year country program in eye health care in coordination with the national government and other relevant stakeholders.
  • Development and implementation of Country Strategy, specific Annual Plans, and East Asia Vision Program for Australian Aid’s Avoidable Blindness Initiative (ABI); Development / design of annual eye health program and national clinical outreach program, including resource mobilisation, and inclusion of specific components for access of screening for women and girls through. This included inclusion of activities during village health days (mostly frequented by women and mothers with young children); specific maternal and child health clinic days providing health promotion activities regarding general eye health, ophthalmic neonatorum, and other eye infections; or during specific immunisation activities throughout the country.
  • Serve as the focal point of NEC for the management of eye programs undertaken by stakeholders mentioned above coordinating with the National Health Strategy.
  • Oversee the development of the new National Eye Health Strategy in coordination with government and all relevant stakeholders in-country, advocating for the inclusion of a gender in the eye health component.
  • Oversee the residency of training doctors selected to specialise in Ophthalmology outside of Timor-Leste (TL), including a campaign to encourage female medical students to further specialise in several medical fields (as part of the GoTL’s initiative (ministry of Health and Ministry of Education) to promote leadership and development of women in TL).
  • Coordination / facilitation with RACS for the ongoing training of recently returned doctors from training in Cuba (with the Ministry of Health and Ministry of Education).
  • Responsibility for the organisational development within the country office, including: appropriate policies and practices (child protection, gender in development, employment conditions / staff handbooks etc.); recruitment of appropriate program and clinical staff (national and international) to support effective and sustainable program delivery; annual budget development and management; management of all clinic logistics and procurement including: administrative, clinical and surgical supplies equipment, and vehicle fleet purchases and maintenance.
  • Continual monitoring and evaluation through regular reporting as per the requirements project cycle, donors and stakeholders - to ensure program effectiveness; and demonstrated leadership in the capacity development of FHF national staff, local NGOs/CBOs and MoH counterparts, to ensure a long-term sustainable eye program for the eventual hand-over of the NEC and eye program in TL.
  • Development of eye health technician curriculum and accreditation process according to the Timor-Leste National Qualifications Framework, through the regulatory bodies of the Secretariat of State for Employment and Training (SEFOPE), the National Institute for Labour Force Development (INDMO), and the Ministry of Education. This was a 2-year process from the beginning of the process to the final endorsement of the accreditation.
  • Due to ongoing security issues, I was responsible for the development of the in-country security manual including implementation training of all international and national staff. This was regularly monitored and reviewed through weekly security updates by the UN and INGO security tree. During times of heightened security (e.g., in-country elections), the security process and manual was updated and altered accordingly, including regular briefings with in-country and HQ staff.

General Manager, National Eye Clinic

  • Other duties of this position were as follows: Finalisation, periodically review and revision the Operations Plan for the NEC in consultation with the Medical Director; co-ordinate with managers and develop relevant program reporting (financial, M&E, data analysis); development and training of HR policies / Staff handbook, consistent with the TL Labour Code and general hospital practices; recruitment for the start- up of the eye clinic including program staff, clinical staff, and management of Ministry of Health staff within the national and district clinics; development and QA of staff / consultant contractual processes (national and international staff), including required orientation activities; support the clinical and operating teams to deliver high quality clinical services including logistics of clinical outreach visits, ongoing procurement of clinical supplies pharmaceuticals, and maintenance of medical equipment according to the Standard Operating Procedures (SOP); supervise all support and administrative staff at the NEC, including performance appraisals and professional development; and responsible for high-level stakeholder and public relations surrounding the NEC including organisation and facilitation of management meetings.

  • Responsible for the coordination of Australia-based operational management and administration of the Commodities Assistance Program (CASP) (health procurement) for the Solomon Islands and Timor-Leste, post-conflict
  • Conducted background reviews in preparation for tenders, including tender development
  • At the request of AusAID, managed the procurement and logistics of emergency relief supplies and provisions for both Solomon Islands and Timor-Leste from Australia
  • This included the purchase of hospital and clinical equipment and supplies, researching and sourcing suitable suppliers both in Australia and world-wide, management and reviews of all tender processes for goods and services, development of contracting requirements for all sub-contractors, arrangement of delivery of items to Solomon Islands and Timor-Leste
