· Provided effective leadership and management of the RACS Global Health program and team in Timor Leste, including expanding partnerships, programming, and funding to ensure the following outcomes are achieved:
· Establish and maintain collaborative partnerships and programs with Government, implementing partners, key stakeholders and donors are maintained through ongoing engagement and cooperation. Key representative in-country.
· Health focused programs are technically sound, aligned to GoTL health plans, RACS MELF, well managed, and achieving planned outcomes and impact
· Supported in-country teams and developed to perform at a high level across areas including program planning and design, program management, financial management and administration, logistics and security.
· Undertake project designs and re-designs when required
· Maintain regular engagement with key counterparts at the Ministry of Health (MoH) Units, National Hospital Nacional Guido Valadares (HNGV), National University Timor Lorasae (UNTL), to ensure health activities delivered by the program, are aligned to MoH priorities
· Ensure project management practices are aligned with DFAT and ACFID accreditation standards and consistent with RACS policies and procedures
· Produce consolidated evidence-informed program activity reports for donors that demonstrate progress against program outcomes using the required reporting format
· Oversee and review in-country financial systems including regular foundation and donor reporting Ensure internal controls and program risk management are in place.
· Manage and support implementation of the Global Health Monitoring, Evaluation & Learning (MEL) framework and processes.
· Provide capacity development throughout all project activities across RACS portfolio in Timor-Leste
· Develop and maintain ongoing working partnerships with key in-country health actors including National Eye Centre, World Health Organisation (WHO), Maluk Timor, St John of God Health Care, Menzies Health, and relevant local not-for-profits / Community based organisations (CBOs)
